1948 ء میں کشمیر بھی قبائلی مجاہدین نے آزاد کرایا تھا۔
1965 ء کی لڑائی میں سندھ کے دفاع کی بڑی ذمہ داری ’’حر مجاہدین‘‘ کے پاس تھی۔
حالیہ خوارج کے خلاف جنگوں میں بہت بڑی تعداد میں محب وطن قبائلی لشکروں نے پاک فوج کے ساتھ ملکر خوارج کا صفایا کیا۔
بلوچستان میں محب وطن قبائل بی ایل اے کے دہشت گردوں کے خلاف لڑرہے ہیں۔

پہلے پاکستان کی یونیورسٹیوں اور کالجوں میں NCC ہوا کرتی تھی۔ ہم سب نے کی ہے اور باقاعدہ ہتھیار استعمال کرنے کی تربیت فوجی افسروں اور جوانوں سے حاصل کی۔
ترکی اور ایران میں آج بھی نوجوانوں کی لازمی فوجی تربیت اور ڈیوٹی ہوتی ہے۔ پوری قوم کو ملکی دفاع کیلئے تیار کیا جاتا ہے۔

اگر شہر میں فائر بریگیڈ موجود ہو تو، تو کیا اس کا یہ مطلب ہے کہ اب گھر میں آگ بھجانے کا آلہ نہ رکھیں؟
بالکل اسی طرح شہر میں پولیس اور فوج موجود ہوتی ہے، مگر گھر میں رکھا ہوا قانونی اسلحہ گھر کی حفاظت کا ضامن بھی ہے اور ہمارا قانونی و شرعی حق بھی ہے۔

ہندوستان سے ہونیوالی حالیہ جھڑپوں کے بعد تو اس بات کی اور بھی ضرورت ہوگئی ہے کہ پوری قوم اپنی مسلح افواج کے شانہ بشانہ ملک و قوم و ملت کے دفاع کے لیے تربیت یافتہ بھی ہو، منظم بھی ہو اور پراعتماد بھی۔
تربیت زمانہ امن میں ہی ہوتی ہے، میدان جنگ میں صرف احمق تربیت کرتے ہیں۔

ہم لائسنس بنوانے میں آپ کی کوئی مدد نہیں کرسکتے۔ نہ ہم لوگوں کو فوجی تربیت دے سکتے ہیں۔ یہ سب کام ریاست اور حکومت کے ہیں۔

سیدی رسول اللہﷺ نے کسی وجہ سے اپنی امت کو نصیحت فرمائی ہے کہ اسلحہ رکھو اور تیر اندازی کی تربیت حاصل کرو۔
ہمیں اللہ اور اسکے رسولﷺ سے آگے پیش قدمی کرنے کی ضرورت نہیں ہے۔ ایک آزاد اور ایک غلام قوم کے درمیان فرق ہی یہی ہے کہ ایک آزاد قوم کے افراد کو اسلحہ رکھنے کی اجازت ہوتی ہے۔

آنے والے وقتوں میں جو جنگیں ہونگی وہ شہروں میں ہونگی۔ کوئی بھی ’’سویلین‘‘ نہیں رہے گا۔ صرف یہ توقع کرنا کہ پاک فوج اکیلے ہی جنگیں لڑ کر جیت جائے گی، نہ صرف حماقت ہے، بلکہ خطرناک بھی۔
پاک فوج ہمارے ہی بیٹے ہیں۔ انکی صفوں کو مضبوط کرنا ہماری ذمہ داری ہے۔

میں حکومت وقت اور پاک فوج کی قیادت دونوں سے ایک مرتبہ پھر بڑی تاکید سے کہوں گا کہ ترکی اور ایران کی طرح نوجوانوں کیلئے فوجی تربیت کا انتظام کریں۔
قانون کی پابندی کرنے والے محب وطن شہریوں کو اسلحہ کے لائسنس جاری کریں اور ملک میں جگہ جگہ ’’گن کلب‘‘ کھولیں کہ جہاں محفوظ طور پر مشق کی جاسکے۔

جس طرح گھر کے ایک سربراہ کی ذمہ داری ہے کہ اپنے گھر کے افراد کی ایسی تربیت کرے کہ وہ خطرات میں اپنی حفاظت کرسکیں، بالکل اسی طرح ملک کے سربراہ اور سپہ سالار کی بھی یہ ذمہ داری ہے کہ اپنی پوری قوم کو آنے والے خطرات کیلئے تیار رکھیں۔

ایک غیر تربیت یافتہ، غیر مسلح اور غیر منظم قوم صرف دشمنوں کو دعوت دیتی ہے کہ اس کے اوپر بھوکے بھیڑیوں کی طرح بار بار ٹوٹ پڑتے رہیں۔

Bosnian Muslims also faced slaughters, genocides and mass murders.
