افغانستان میں جمہوریت، آ مریت یا امارت

آج ہم اس سیاسی حکومت اور نظام پر روشنی ڈالیں گے جو طالبان، امارت اسلامی افغانستان کے نام کے تحت نافذکرنے جارہے ہیں۔ یہ ان تمام لوگوں کیلئے ایک چشم کشا ، معلومات افزاءو بصیرت افروز تحریر ہوگی کہ جو ابھی تک اس موضوع سے متعلق مخمصے میں ہیں۔

سب سے پہلے تو یہ کہ امارت اسلامی افغانستان نے واضح طور پر اعلان کردیا ہے کہ وہ افغانستان میں مغربی طرز جمہوریت رائج نہیں کریں گے۔ اس سے فوراً ہی مغربی تعلیم یافتہ ، سیکولرلادین ذہنوں میں خطرے کی گھنٹی بجنے لگی ہے کہ افغانستان میں آمریت نافذ ہونے جارہی ہے۔مغرب چونکہ جمہوریت و آمریت کے قطبین (poles) کے سوا اور کچھ دیکھ ہی نہیں سکتا، چنانچہ وہ سخت بوکھلاہٹ کا شکار ہے۔

ہم یہ بارہا کہہ چکے ہیں کہ اسلام ہی وہ واحد روحانی، نظریاتی و سیاسی نظام ہے کہ جو مغربی سیکولر جمہوریت اور مشرقی ملحدانہ آمریت کے خلاف ایک طاقتور جوابی بیانیہ پیش کرسکتا ہے۔اسلام تیسرا راستہ ہے اور مندرجہ بالا عالمی نظاموں کے مقابل اپنا منفرد اور برتر سیاسی نظام رکھتا ہے۔

اسلامی نظام سیاست اگر پوری مسلم دنیا پر رائج ہوجائے تو اسے ”خلافت“ کہیں گے۔ اور اگر یہ کسی ایک ملک میں نافذ ہو تو حکمران ”امیر“ ”سلطان“ یا ”بادشاہ“ کہلاتا ہے۔ یہاں اہمیت نظام حکومت اور قوانین کی ہے نہ کہ حکمران کیلئے چنے گئے لقب کی۔ یہی وجہ ہے کہ افغانستان ”امارت اسلامی افغانستان“ ہے۔

اب آئیے اسلام کے سیاسی نظام پر بات کرتے ہیں۔اس ضمن میں جو سوال سب سے پہلے اٹھایا جاتا ہے وہ یہ کہ آیا اسلامی نظام ملائیت(Theocracy) ہے؟ اس کا جواب ہاں بھی ہے اور نہیں بھی۔ مغربی فکر کے مطابق ملائیت میں ملاﺅں یا مذہبی پیشواﺅں کی حکومت ہوتی ہے، اس نقطہءنظر سے اسلامی حکومت ملائیت ہرگز نہیں ہے۔ لیکن اگر ملائیت کی تعریف یوں کی جائے کہ اس میں حکومت تو عام لوگ ہی چلاتے ہیں مگر یہ حکومت شرعی قانون کے تحت چلائی جاتی ہے ، تو ہاں۔۔۔ اسلامی طرز حکومت ملائیت ہے۔

جمہوریت میں اکثریت کی حکومت ہوتی ہے جبکہ آمریت میں یا تو ایک شخص کل اختیار کا حامل ہوتا ہے جیسا کہ سعودی عرب میں ہے، یا پھرکوئی ایک جماعت کہ جس کی مثال چین ہے۔

جہاں تک اسلام کا تعلق ہے تو حکومت دراصل شریعت کی ہوتی ہے کہ جس کا نفاذ امیر یا سلطان اور اس کی شوریٰ کرتی ہے، نہ کہ اکثریت یا کوئی مطلق العنان آمر! اس بات کو اچھی طرح گرہ میں باندھ لیں۔یعنی اسلامی سیاسی نظام میں میں حکمران اسلامی قانون کا امین اور پاسدار ہوتا ہے اور وہ اس قانون کا اطلاق مشاورت کے ذریعے سے کرتا ہے۔ وہ نہ ایک مطلق العنان بادشاہ ہوتا ہے اور نہ ہی اکثریت کا پابند ایک مجبور جمہوری حاکم۔وہ قرآن و سنت پر چلتا ہے اور اپنے رعایا کے سامنے جوابدہ ہوتا ہے۔

حقیقی معنوں میں قائم شدہ ایک اسلامی سیاسی نظام میں نہ سیاسی جماعتیں ہوتی ہیں، اور نہ ہی کوئی حزب اختلاف۔ ایک بار جب امیر کا انتخاب ہوجاتا ہے تو اس کی اطاعت ، اتباع اور احترام تب تک واجب ہوتا ہے جب تک کہ وہ شریعت و قرآن و سنت پر کاربند ہے۔ اسے اپنے مرضی و من مانی کرنے کی آزادی نہیں ہوتی۔ہر چند سالوں کے بعد الیکشن کی نہ کوئی ضرورت ہوتی ہے ، نہ ہی امیر کے عہدے کی مدت کا تعین۔ جب تک وہ سمجھداری اور ذمہ داری سے شریعت کے مطابق کام کررہا ہے ، وہ کرتا رہے گا۔اور جب اس کے جانے کا وقت آئے گا تو مجلس شوریٰ ایک اور بہترین فرد کا انتخاب کرکے اسے امیر بنالے گی۔

اسلامی نظام میں قانون پہلے سے ہی موجود ہوتا ہے، آپ کو فقط ایک راہنما اور شوریٰ کی ضرورت ہوتی ہے کہ اس کا نفاذ عوام پر رحمت، حکمت اور مضبوطی سے ہوسکے۔ ملک میں کوئی ایسا قانون نہیں بن سکتا جوشریعت سے متصادم ہو یہاں تک کہ امیر کو بھی اس کی اجازت نہیں۔یہ وہ مثالی نمونہ ہے کہ جس کا اطلاق امارت اسلامی افغانستان میں ہوگا،انشاءاللہ۔

یہاں ہم دوبارہ واضح کرتے چلیں کہ مسلم نظام حکومت اگر پوری مسلم دنیا پر رائج ہوگا تو ”خلافت “کہلائے گا، اور اگر کسی ایک ملک میں ہوگا تو ”امارت“ یا ”سلطنت“ کہلائے گا۔اسی لیے افغانستان میں بننے والی نئی حکومت کا نام ”امارت اسلامی افغانستان“ ہے اور اس کے حکمران کو ”امیر“ یا ”امیر المومنین“ کہیں گے۔

جلد آپ افغانستان میں ایک امیر دیکھیں گے کہ جو اکابرین کی شوریٰ رکھتاہوگا کہ جو بطور وزراءاور مشیران اس کے ہمراہ امور سلطنت چلائیں گے۔ یہ استحقاقیت (Meritocracy) ہوگی کہ جس میں اعلیٰ ترین افراد اپنی صلاحیتوں، کردار اور فہم و فراست کی بنیاد پر چنے جائیں گے، نہ کہ اپنی سیاسی وفاداریوں اور اقربا پروری کے بل بوتے پر الیکشن کے ذریعے۔ امیر ، اکابرین کی مشاورت سے چلے گا۔ وہ شرعی قوانین کا پابند ہوگا، جمہور کی رائے کا نہیں۔ اس کا فیصلہ آخری فیصلہ ہوگا، اگر وہ دائرہ شریعت کے اندر ہے۔ ملک کے ہر فرد کو امیر اور حکومت کا وفادار رہنا ہوگا۔

علامہ اقبالؒ نے اس نظام کو کمال بلاغت سے ”رحمانی آمریت“ یا ”روحانی جمہوریت“ کا نام دیا۔ یہ لطیف و گہرے تصورات ان سیکولر لادین مغربی اذہان کو بظاہر متضاد لگیں گی کہ جن کی تربیت نہایت تنگ و محدود سیاسی نظریات کے ماحول میں ہوئی ہے۔ علامہ اقبالؒ نے بڑی وضاحت کے ساتھ یہ بیان کیا کہ چاہے مغرب کا جمہوری تماشا ہو یا مشرق کی استبدادی آمریت، یہ دونوں ہی اپنے جبر و وحشت میں چنگیزی کی نئی شکلیں ہیں۔ان میں قانون خداوندی کی رحمت و رافت نام کو نہیں۔ یہی سبب ہے کہ ان دونوں ظالمانہ نظاموں نے انسانیت کی دھجیاں اڑا کر رکھ دی ہیں اوریہی آج کا سب سے بڑا سچ ہے!

مندرجہ بالا حقائق کے سبب ہی تمام استبدادی عالمی سیاسی نظام ، خو اہ وہ جمہوریت کے لبادے میں ہوں یا آمریت کی طرح برہنہ، اس تیسرے روحانی نظام سے لرزہ براندام ہیں کہ جو ایک اسلامی فلاحی امارت کی شکل میں افغانستان میں نافذ ہونے جارہا ہے۔

یہ لوگ فاقہ کش و نادار سہی، مگر یہ وہ اعلیٰ ترین روحانی نظریہ رکھتے ہیں کہ جس کی انسانیت کو آج سخت حاجت ہے۔

ایک بات اچھی طرح سے سمجھ لیں ۔ جب بھی آپ امارت اسلامی افغانستان کے خلاف کوئی مکروہ، شیطانی پراپیگنڈہ دیکھیں تو جان لیں یہ حقوق نسواں یا لڑکیوں کی تعلیم کیلئے نہیں کیا جارہا، دراصل امارت اسلامی ان تمام جابرانہ عالمی نظاموں کیلئے سب سے بڑا وجودی خطرہ ہے کہ جو انسانیت کو غلام بنارہے ہیں، خصوصاً آج کے دور میں نئے عالمی نظام اور ”عظیم تشکیل نو“ کے عنوان کے تحت۔

پاکستان جب 1947 ءمیں علامہ اقبالؒ کے نظریہ اور خواب کی بنیاد پر قائم ہوا تو اس کا مقصد بھی اسلام کے سیاسی نظام کا قیام تھا کہ جو دنیا کیلئے ایک مثال ہو اور جسے دیکھ کر دوسرے ممالک بھی اختیار کریںتاکہ انکے پاس مروجہ وحشیانہ، سیکولر ، الحاد پرست جمہوریتوں اور آمریتوں کے مقابل کوئی تیسرا حل ہو۔

اب دیکھنا یہ ہے کہ تحریک طالبان افغانستان کس حد تک اپنے ملک میں ایک اسلامی امارت قائم کرنے کا اپنا خواب پورا کرپاتی ہے۔اس وقت افغان طالبان پوری انسانیت کی بقاءکی جنگ لڑ رہے ہیں کہ جن کو عالمی جابرانہ نظاموں نے غلام بنا رکھا ہے۔ تمام انسانیت کی بقاءکیلئے اس سے زیادہ فیصلہ کن گھڑی کوئی نہیں رہی ہوگی۔

ایک بات یاد رکھیے گا کہ اللہ تعالیٰ اس پاک سرزمین کے بارے میں بہت حساس ہے۔پاکستان کے دشمن اللہ اور اسکے رسولﷺ کے دشمن ہیں۔

اللہ اور اسکے رسولﷺ اس پاک سرزمین کے حافظ اور ضامن ہیں۔ ان شاءاللہ ،یہ پاکستان قیامت تک قائم رہنے کیلئے بنا ہے۔

ہاں یہ ضرور ہوگا کہ پاکستان کے حکمران، اشرافیہ، علماءاورعوام عذاب میں مبتلا کیے جائیں گے کہ جب وہ اس پاک سرزمین سے خیانت کے مرتکب ہونگے

آج اللہ نے ہمیں بھوک ، خوف اور خونریزی کے عذاب میں صرف اس لیے مبتلا کیا ہوا ہے کہ ملک کے حکمران اور اشرافیہ اس پاک سرزمین کے خائن ہیں۔

اس پاک سرزمین کے ساتھ یہ پاک فوج بھی اللہ اور اسکے رسولﷺکے سائے تلے،غزوہ ہند اور خوارج سے جہاد کی بشارت لیے ہوئے ہے۔

ہماری یہ نصیحت یاد رکھیں کہ حکومت کو جو مرضی گالی دیں، مگر نہ تو اس پاک سرزمین سے خیانت کریں،نہ ہی سیدی رسول اللہﷺ کی اس پاک فوج سے۔

جو کوئی بھی آج کے دور میں پاک فوج کے خلاف جنگ کرے گا ، فوج کی پشت میں خنجر دے گا، وہ اللہ اور اسکے رسولﷺ اور پاک سرزمین کا دشمن ہے۔

بیشک پاک فوج میں ہزار کمزوریاں اور کوتاہیاں ہونگی،مگر اس خو ش نصیب فوج کے ذمے ڈیوٹی بہت بڑی لگائی گئی ہے۔ اس کا احترام واجب ہے۔

اللہ اور اسکے رسولﷺ نے پچاس لاکھ شہداءکی قربانیاں لے کر یہ پاکستان اس لیے نہیں بنایا تھا کہ اس پر یہ ناپاک اور پلید سیاستدان حکومت کریں۔

آج کے حالات سے پریشان نہ ہوں، اس پاکستان کا اللہ محافظ ہے۔ نہ ہندو کچھ بگاڑ سکتا ہے نہ خوارج، اور نہ ہی یہ پلید سیاستدان۔

ہاں یہ ضرور ہوگا کہ پاکستان کے عوام کو اللہ سے کیے ہوئے وعدے سے خیانت کرنے کی سزاملے گی۔اس قوم کو اجتماعی توبہ کرنی ہے۔

آج جس کے ہاتھ میںاس پاک سرزمین کا جتنازیادہ اختیار ہے وہ اللہ اور اسکے رسولﷺ کے دربار میںاتنا ہی بڑا جوابدہ ہے۔

آج اس پاکستان کی قیادت کی ذمہ داری تین افراد کو دی گئی ہے۔ سپہ سالار، وزیراعظم اور چیف جسٹس۔ ان کی خیانت سے قوم تباہ ہوگی۔

یہ اللہ کا احسان ہے کہ کسی وجود کو اپنے دست و بازو کے طور پر استعمال کرے۔پاکستان کی حکمرانی انعام بھی ہے اور عذاب بھی۔

جو پاکستان کا حکمران اللہ اور اسکے رسولﷺ سے پیار کرتا ہوگا اور اس پاکستان کی حفاظت کرے گا،وہ ان شاءاللہ انبیائ،صدیقین اور شہداءکے ساتھ ہوگا

جو پاکستان کا حکمران اس پاکستان سے خیانت کرے گا ، وہ دنیا و آخرت میں رسواءہو کر فرعون، دجال اور ابولہب کے ساتھ ہلاک کیا جائے گا۔

نواز ، زرداری، الطاف ، اسفندیار، اچکزئی، فضل الرحمن جیسے ناپاک ،بدنصیب حکمران ہیں ،کہ ان کا انجام اللہ اور اسکے رسولﷺ کے دشمنوں کے ساتھ ہے

اب اللہ جنرل راحیل شریف اور چیف جسٹس انور ظہیر جمالی کو آزما رہا ہے، اب دیکھیئے کون جرات اور غیرت سے کھڑا ہو کر پاکستان کا دفاع کرتا ہے۔

پاکستان کی سپریم کورٹ نے آج تک پاکستان کے دفاع میں ، اللہ و رسولﷺ کی اطاعت میں،کفر اور ظلم کے خلاف اپناکردار ادا نہیں کیا۔ یہ آخری موقع ہے

جنرل راحیل شریف بھی دو جہانوں کے خوش نصیب ہونگے ،کہ اگر” عضب “ کی تلوار لیے،پاکستان کے دفاع کیلئے کھل کر نعرہ تکبیر بلند کریں۔

اگر اس نازک لمحے پر جنرل راحیل نے کوئی کوتاہی دکھائی،”عضب“ سے خیانت کی، تو پھر دنیا و آخرت کی رسوائی ان کے مقدر میں ہے۔ یہ اللہ کا فیصلہ ہے

اللہ اپنے پاکستان کی ڈیوٹی جس سے چاہے گا ،لے گا۔ وہ بدنصیب ہونگے کہ جنہیں اللہ کے دست و بازو بننے کا موقع دیا گیا اور وہ پھر بھی محروم رہ جائیں۔

ہم اپنی قوم سے کہتے ہیں کہ حوصلہ رکھیں، مایوس ہونے کی کوئی بات نہیں ہے،اللہ اور اسکے رسولﷺ نے ہمیں تنہا نہیں چھوڑا۔

آنے والے دور میں اس پاکستان نے خلافت راشدہ کا مرکز بھی بننا ہے،غزوہ ہند بھی ہونا ہے اور امت مسلمہ کی قیادت بھی پاکستان کے نصیب میں ہے۔

اللہ تو حکمرانوں پر احسان کرنا چاہتا ہے،مگر یہ بدنصیب خود ہی محروم ہیں۔ تھوڑا صبر کریں، اللہ سب سے بہتر فیصلہ کرنے والا ہے۔

اب اس پاکستان میں صرف اللہ اور اسکے رسولﷺ کا نظام ہوگا۔ہر وہ شخص جو جمہوریت یا آمریت لانا چاہے گا، ذلیل و خوار و رسوا کیا جائے گا۔

جیسے کہ آپ سے کہا کہ یہ اب اللہ فیصلہ کرے گا کہ اس پاک سرزمین کی حفاظت کس سپہ سالار کے ہاتھوں کرواتا ہے۔راحیل یا ان کے بعد کوئی اور۔

اللہ نے پاکستان اور امت کے دفاع کا کام پاک فوج سے لینا ہے، ان پلید سیاستدانوں سے نہیں۔یہ فیصلے بھی اللہ نے لکھ

We have become a nation whose aqal has been taken away as azaab from Allah (swt). We eat haram rizq, elect haramkhors and then ask army to save us when our own house is on fire..

Pl DO NOT call army to intervene. Sort it out between yourself with your leaders. You both deserve each other. They curse you and you curse them. They hate you and you hate them. You wanted to worship the god of democracy. Now worship this golden calf...

If you want army to come and remove this regime, let your political leaders make a demand.... ! you all want army to help you so that tomorrow you can abuse army that it destroyed democracy...

People fight on democracy or dictatorship while the system of Kufr and Banking remain at their place and the Kufr system laugh their heart out at the stupidity of the people.

 

When US wants to protect its interests, it is NOT about democracy or Military Rule in any other country. They claim to bring democracy when a military dictator like Musharraf becomes difficult to handle. Then bring Martial law when democracy brings Islamists like Morsi into power. Both democracy and martial laws support Anglo-saxon laws, Riba based banking and are part of the Kufr system. Note this clearly. The time has come to destroy the democracy and dictatorship and strive to establish the system destined for the Ummah.

DO NOT underestimate the importance of Khilafat e Rashida model of Statecraft: Khilafat can never be abolished. It is only in abeyance for now and must be reestablished.

A day after the abolition of Khilafah, Maulana Mohammad Ali Johar said, as reported by the Times newspaper on 4th March 1924,

“It is difficult to anticipate the exact effects the ‘abolition’ of Khilafah will have on the minds of Muslims in India. I can safely affirm that it will prove a disaster both to Islam and to civilization. The suppression of the time honoured institution which was, through out the Muslim world, regarded as a symbol of Islamic unity will cause the disintegration of Islam…”--

An 8-year-old primary school student, Hale Hancherkıran, took the opportunity on Tuesday to interview Turkish Prime Minister Recep Tayyip Erdogan for a homework assignment.

Hancherkıran, a second grader at Ankara's Turhan Feyzioglu Primary School, stopped Erdogan before his party's parliamentary group meeting on Tuesday and requested an interview for her assignment, titled "An Interview with a Politician."

Erdogan accepted the girl's request. While he spoke at the parliamentary group meeting, Hancherkıran listened to his entire speech from just behind the lectern.

Erdogan later granted the girl an interview in his office.

"How many children do you have, Uncle Tayyip?" was the girl's first question. Erdogan replied: "Four. Two sons and two daughters."

Hancherkıran asked Erdogan how it feels to be a prime minister. Erdogan said being a prime minister brings many responsibilities, and that it is a very important job which gives one the opportunity to serve one's nation and homeland.

The girl also wanted to know how Erdogan manages to remain energetic despite his busy schedule.

"I don't have any bad habits. I don't drink alcohol and don't smoke. My only concern is performing my job," he said.

To another question on whether Erdogan can allocate some of his time for his children, the prime minister said his children are adults and three of them are married.

"I have three grandchildren. Two of them are boys, while one is a girl," he added.

The girl, who was accompanied by her father, was given a doll as a present from the prime minister.

The Khawarij at Makkah demanded Shariat, just as Lal masjid gangsters demanded. Makkah Khawarij had thousands of Hajis, men and women as hostage, just as Lal masjid khawarij. A fierce battle was fought within Khana Kaaba, just as in Lal masjid. The Khawarij were killed, just as in Lal masjid. Thousands of Muslims, men, women and even women of Khawarij were killed in crossfire, just as in Lal masjid. The entire Muslim world supported the battle against the Makkah Khawarij, just as in Lal masjid.

There were few women and children belonging to the family of Mullah Burqa who were indeed rescued. rest is all propaganda and lies that army killed thousands of women and children inside. Isnt this strange that while Supreme Court refuses to form commission to probe suicide of Akbar Bugti, it forms the commision to protect and defend the Khawarij of Lal masjid. Chief has already condemned the army in both the case. In Bugti case, even without investigation, he had said that "murder of Bugti was the biggest blunder in Pakistan's political history"!! while in this case he said "there were many who were killed in Lal masjid have not proven to be terrorists" !! In both cases, he is directly blamming Pak army for murdering Bugti and Khawarij of TTP. But the CJ fails to explain who killed 5 SSG officers in the cave of Bugti and 18 SSG officers and men in Lal Masjid???

Just a few days back, we had launched a global campaign against Khawarij and "dogs of hell". Today, CJ comes to the help of Khawarij and accepts all the allegations of Lal masjid Khawarij against Pak army and makes them the Terms of reference of the inquiry.

We want to know why is this that CJ is taking all those cases where he can attack and humiliate the army? why is he NOT taking the cases where the traitors, enemies and awara media is threatened? Why is CJ waging a war against Pak army ?????
